College President James Wright yesterday appointed Acting Vice President and Treasurer of the College Win Johnson '67 to the position permanently, effective immediately.
"I've been acting since June and I've enjoyed that capacity immensely," Johnson said. "I hope and expect what I've been doing is what the president wants me to continue to do."
As vice president and treasurer, Johnson oversees much of the College's budget, "from investments to running the Hanover Inn," he said. Many departments request financial assistance from his office, which appropriates funds.
"There are always more ways of spending money than the College can afford to spend," Johnson said. "We as financial officers are just trying to let people know what the limits are and to facilitate" projects.
Johnson said the College's spending has managed to accomplish a lot. He cited Dartmouth's more generous financial aid policy and the building and renovation of College buildings like Moore Hall, the yet to be opened Psychology building, as examples.
Johnson said the strength of the stock market has buffered the College's ability to spend.
In a press release from the College's Office of Public Affairs, Wright said, "Win Johnson has done a wonderful job as acting vice president and treasurer over this past year, as he has for the College for 17 years."
Johnson, who is the adviser to Chi Heorot fraternity and serves on the Board of Proprietors of The Dartmouth, joined the Dartmouth administrative staff in 1982, when he was appointed associate controller.
He was appointed director of financial services and associate treasurer in 1984, and has served as acting vice president and treasurer since June, 1998.
"I think it's a wonderful appointment," said Lyn Hutton, who most recently held the vice president/treasurer position. Hutton stepped down from the post last June and is now vice president and chief financial officer at the Caroline T. MacArthur Foundation in Chicago, Ill.
"Win was and is and always has been a well-respected colleague," Hutton said.
She said the top position in the office of finance requires three key skills.
"You need to be financially astute, which Win is," Hutton said. "You have to be a very good people manager [and] you have to be a good [business] manager."
"I think Win is one of the best managers on campus," she said.
A member of ROTC at Dartmouth, Johnson spent two years in the United States Army as a lieutenant after graduating from the College in 1967. He then attended the Wharton School of Finance and Commerce at the University of Pennsylvania, where he earned a masters degree in business administration in 1971.
Johnson was the Executive Director of the Southern Windsor County Regional Planning Commission, headquartered in Springfield, Vt., from 1972-77. Between 1977 and 1982 he was assistant controller and subsequently controller at the Valley Regional Hospital in Claremont, N.H.
