The Administration knew that students would not vote for a mandatory $800 per term meal plan. The referendum was not an exercise of pure democracy, but an exercise in how-to-waste-time, bureaucratic-style and make the administration look good doing so. "Listening" to the student body, through the referendum, would make the Administration appear more supportive of student opinion... When that is not the case. This referendum is a very good example of skewed image-building and an exercise in cheap-and-tacky public relations spin-doctoring. Off with Napoleon's head, or at least remove him as head of DDS.
